I like the deck to draw action from ....

The Wiz War mod we made to split the cards into three decks was a nice feature.
Still random but players had some control (or perceived it).
Dragon Dice had the notion of three regions "Your Home", "My Home", and "The Frontier".
There didn't need to be a grid as in Wiz War, Either I could hit you or I couldn't. Though, it was fun to have chases where one might chase Iron Tony into a box end to gut him like a fish (metaphorically ... no fish hurt! No fish hurt!!!) The best part was about 1 in 4 while running for his life, Iron Tony might draw the perfect card to destroy a predator.
The genius of Cosmic was they created a very simple game ... 6 rules maybe .... and then they let the powers breach the rules.
Start small and add complexity.
If you haven't at least viewed an Tin Helm (or Iron Helm) video, it has some interesting ideas. You draw 2 cards for the next encounter and reveal one. You may take that one .... OR ... the other one you drew BUT you would take the alternate result there.
So, an Ambush for example in the first flip is bad but Ambush on the 2nd flip is worst. But, not all cards are bad. So, letting the first card go might give you a friendlier result.

While my mind says that I want some deep, complicated challenge, I played the "That is not a Hat" game and no one at the table could remember that the concealed card was a banana after 30 seconds. It might as well have been random.
