This seems more of a magic act than practical design. I find it hard to believe one could immediately refuel this and use it again. Just like all the SRB segments that got recovered, refilled, tested perhaps, but none were actually used a second time in a launch.
The ship leaves with say a 12 ft radius. It returns with 12.01 ft radius from outward expansion of casing. That changes every launch calculation and navigation.
Even if it wasn't tethered by drifted a few hunderd feet above the pole, a true space rail (Sky Hook) need to be designed and implemented. Then copter the cargo up to a platform, load elevator, move it out of Earth Gravity. Admittedly, that platform (near planet) would gimbal worse than a Tilt-a-Wheel (but do robots care when math is known).
