The Game "State" is not entirely preserved ....
Message:
At the conclusion of the game, the Areas held by the "Victor" are maintained. All others are returned the box. There are about 11 Areas in the game.
But, they are not fixed. They are cards that go in the 11 spots. And, with each Area, there are 1-3 additional cards assigned there
For example, the "Dark Woods" area might have the "Iron Titans" there. Those would influence play and could be used by anyone controlling the Area.
These same cards may be used by the Players as "Advisors" so their powers are available only to that player.
Based on the "Advisors" that the "Victor" had, the deck is modified to include more of that type of card. For example, if you used magic, the deck becomes more "Magical". If you used Martial actions, it becomes more military.
Cards are removed at random from the deck so that the deck size does not change. Perhaps, I should have described that first as cards are removed before new ones added.
So, the game does have a "Legacy" effect in the cards and the partial board state. But it is not overwhelming (and can be reset by simply clearing the board and deck.)
Being the "Chancellor" did not seem to be much of an advantage. Everyone is gunning for you.at the jump. But, the role allows the game to have a little nuance.
One player set about just enjoying the game. He was not trying to win as being the King on the Iron Throne is not really a victory is it?
